Paul Fales Blakely


A man faces his fourth indecent exposure charge after prosecutors say he fondled himself on Montana Avenue in downtown Billings Wednesday afternoon.

Paul Fales Blakely, 48, faces a single count of indecent exposure, a felony. Justice of the Peace David Carter set bond at $7,500 and required GPS monitoring should Blakely be released. 

Blakely had his pants around his ankles and was fondling himself outside of an apartment building on the 2400 block of Montana Avenue, witnesses said. Police were called around 1:30 p.m.

An employee of Computers Unlimited, a business adjacent to the apartment building, recorded video of the incident and showed police, charges state.

When police located Blakely, he told them he was on parole for indecent exposure, charges state. Blakely has three prior convictions for indecent exposure.
