Its work complete on finalizing the language of the proposed nondiscrimination ordinance, the Billings City Council will turn its attention Monday to a pair of public hearings and a consent agenda absent of the NDO, the three-letter issue that has packed council chambers in recent weeks.

The council’s regular meeting begins at 6:30 p.m. in council chambers at city hall, 220 N. 27th St.

The first public hearing, which will follow consideration of the consent agenda, is on a special review required on a request to allow a nearly 100-unit assisted-living facility at the southeast corner of South 44th Street West and Monad Road, in the Lenhardt Square Planned Development.

Candi Millar, Planning and Community Services Department director, noted in a memo that the property is zoned MF-R, a designation that allows multifamily developments but requires special review for any assisted living facility serving more than eight residents.

The owner is Stock-Naughton LLP and the agent is Sanderson Stewart. The Billings Zoning Commission recommended conditional approval by a 5-0 vote.

A special review has three components, Millar said: the application must comply with Unified Zoning Regulations, must be consistent with the objectives of the 2008 Growth Policy and must be compatible with surrounding land uses and screened and separated from adjacent lands to minimize adverse impacts.

Approving the special review does not constitute approval of a building permit, sign permit or fence permit, Millar said.

The site plan, Millar said, indicates a two-story building with 55 off-street parking places.

Census projections estimate that by 2030, people over age 65 will make up about 22 percent of Yellowstone County’s population. As of 2013, that segment was 15 percent.

A second public hearing is on a plan to exchange Cynthia Park, off 50th Street West south of Rimrock Road, for a same-sized parcel in the Mont Vista Subdivision.

Michael Whitaker, Parks, Recreation and Public Lands director, said that staff has determined it’s in the public’s best interest to convey the .81-acre park to the subdivision developer. The parkland dedicated by the developer will be combined with other parkland to form a single large park.

Monday’s consent agenda includes:

Appointments to various boards and commissions

Recommended delay, until Aug. 11, for the bid award for the car rental transfer lot and the Terminal Loop Road repair project at Billings Logan International Airport

A bid award for electronic- waste disposal

A $13,001 change order with Tetra Tech for materials inspections at the Empire Parking Garage

Approval of an Empire Parking Garage management agreement

An agreement to enter into a joint testing program to identify qualified candidates for consideration in hiring entry-level firefighters

Approval of a resolution setting the ballot language for the Nov. 4 vote on the public safety levy.
