The Yellowstone County Commissioners Friday approved preliminary major plats for two subdivisions proposed for the outskirts of the Billings West End.

The Nines Subdivision would be 88 residential lots at 1245 S. 64th Street West, north of Hesper Road and the Elder Grove School. The land is agricultural and is outside of county zoning boundaries.

Commissioners approved the proposal, but turned thumbs down to a requested variance that would have changed the name inside the subdivision from O’Donnell Lane to Crooked Stick Lane.

Commissioners also endorsed the proposed Whitehorse Estates Subdivision, which is planned for 12 residential lots on the northwest corner of Hesper Road and South 48th Street West. The property is zoned Agriculture Suburban.

Commissioners turned down a requested variance to a requirement that an east-west connector be constructed in the subdivision for possible future connections.

Instead, Performance Engineering’s Scott Aspenlieder said the owner preferred to build a 10-foot paved bicycle and pedestrian trail rather than “a road to nowhere.”
