Yellowstone County Sheriff's Lt. Shane Skillen was identified Monday as the officer who shot and killed an escaped prison inmate in Billings.

Sheriff Mike Linder said Skillen was placed on paid administrative leave after the fatal shooting, but he can return to duty at any time.

An internal shooting review board will look at the incident to make sure agency policies were followed, Linder said, and a coroner's inquest will be scheduled.

Skillen is a 17-year veteran of the Sheriff's Office.

Dean Randolph Jess, a 42-year-old escapee from the Montana State Prison, was shot and killed Friday by Skillen near the West End Wal-Mart.

Linder said Jess was armed with a handgun and refused to come out of a stolen vehicle when surrounded by officers. The shooting happened when Jess moved the gun toward a deputy.
