Property being developed along Lake Elmo Drive

Land at Lake Elmo Drive and Hansen Lane is being cleared on Monday, October 30, 2017.

A wooded expanse of old pastureland tucked behind Brewer Dental and the Albertsons grocery store in the Heights may soon be a new neighborhood.

The parcel, which sits at the southwest corner of Hansen Lane and Lake Elmo Drive, was sold earlier this year to PK Properties, according to city records, and is slated for multi-family residential development. 

Billings developer Bob Popelka owned the property for years and sold it last spring to Kevin Brewer, owner of Brewer Dental. 

"We closed in March," Popelka said. 

Travis McDowell with Blue Water Design was hired to work up designs for the property. Speaking for the owners, whom he declined to identify, he said they weren't ready to comment on the project until plans are finalized. 

Crews came in last month and started to remove trees and other vegetation on the property. Design firm Sanderson Stewart is handling the landscaping. 

PK Properties held a pre-application meeting in July, notifying the surrounding property owners about the planned development. Pre-application meetings are required by the city as part of the development process.

The owners now have to complete a master site plan review, said Nicole Cromwell, zoning coordinator for the City-County Planning Division for Billings and Yellowstone County. 

PK Properties hasn't yet submitted its final plan to the city. 

The property is zoned community commercial, which allows for a mixture of residential and commercial development. In its early filing with the City-County Planning Division, the owners signaled they were interested in developing the land with multi-family housing units.

Popelka, who has developed property all over Billings, said he thinks the proposed development for his old property makes good sense.
