Law was meant to stop selling, begging on streets

There have been two new ordinances passed, one to stop people from selling pets on street corners and one to stop people from begging on street corners. Since these have been passed, these situations continue and seem to be getting worse. I have even seen police cars pass these people and do nothing. Why have new ordinances and then do nothing to stop these people? You can't go anywhere in Billings without seeing these people. Stop them. Businesses need to stop letting people sell pets on their property. There are so many people begging now that they have to venture into the Heights.
