The police stated that 32 seconds passed from the time the policeman left his car to when the first shot was fired. That is not enough time for a policeman to get a person out of the car, question him, get his gun and shoot him. If he was afraid of Ramirez, why didn't he wait for backup?

I have to question two killings within a year. If I were chief, I would be very concerned to have this officer out dealing with the public. My opinion is that the officer will not be found negligent.
