In reference to the recent letter published by Marion Dozier asserting the "Billings City Council (all 11 of them) voted in favor of the Park Maintenance District #1 without a vote of the people," I need to kindly remind former City Council Member Marion Dozier that on Dec. 19, 2011, the three council members who actually voted against this motion were Denis Pitman, Rich McFadden and me. The vote was seven to three.
In fact, Dozier was also in attendance at that meeting and provided public testimony against the motion. While we all agreed that the $9 million deferred maintenance was needed for parks and trails, it would have been an excellent opportunity for all resident taxpayers to take part in this democratic process right after the library's $13 million bond passed.
