Why doesn't Canada build its own refinery?

With all the difficulties, not the least being wholly reasonable controversy, why has Canada proposed installing a pipeline to carry its oil across the United States, from its northern border to south as far as the Louisiana gulf at a cost of $5 billion, when they could use that money to construct their own refinery at home and control the product from start finish? Can't help but wonder what the underlying motivations are and whose palms are being greased — or, in this case, oiled.
