CHEYENNE — A bill stripping the Wyoming superintendent of public instruction as head of the state Department of Education has received preliminary approval in the state House of Representatives.

Senate File 104 would replace the superintendent with a director appointed by the governor. The House approved the bill Wednesday afternoon after nearly two hours of debate. It has already passed the Senate and needs two more votes in the House.

If passed, the bill would trigger one of the most sweeping changes in a statewide elected official's duties in decades.

The proposal has raised concerns about increasing the governor's power while diminishing the 2010 vote that put current Superintendent Cindy Hill in the office.

Supporters of the measure say the change is necessary to save the state's ambitious school reform effort.
