Ordinances topic of public reading There will be a public reading of the animal ordinances for the City of Billings at 6:30 p.m. Tuesday, Oct. 14, at the City Council Meeting, second floor council chambers of City Hall. For more information, call GYSPCA at 628-6140.

NorthWestern line topic of meeting The Department of Environmental Quality will conduct a public meeting to identify concerns and issues relating to NorthWestern Corp.'s proposed 161-kilovolt electric transmission line in the Three Forks Area.
The line is proposed to stretch between Three Rivers Substation north of Three Forks and Jackrabbit Substation near Four Corners, west of Bozeman. It would involve some structures substantially higher than existing ones. The meeting will be 7 p.m. Oct. 23 in Belgrade Middle School cafeteria.
NorthWestern wants to upgrade an existing transmission line, which will include rebuilding an existing 50-kilovolt line and adding a new 161-kilovolt line to the rebuilt line. The line is about 30 miles long.
NorthWestern proposes to use the existing 50-kilovolt transmission-line corridor, with the possibility of a few local changes. The company also plans to build a new substation between Interstate 90 and West Hulbert Road.

Forums planned across Montana A series of public forums is being held across Montana to gather comments on future needs of persons with developmental disabilities, their families and the developmental-disabilities service system.
The Montana Council on Developmental Disabilities and the Montana Advocacy Program will hold the forums from 7 to 9 p.m. at these sites in Eastern Montana:

Oct. 14. Hill County Electric Co-op, Havre.
Oct. 28. 2220 Box Elder, Miles City.
Oct. 29. 2121 Rosebud, Billings.

The public comments received through the forums and other gatherings will be used by the council to develop priorities for using its resources.
The Montana Advocacy Program will use the public remarks to refine program goals and activities. In years past, the Developmental Disabilities Program has used the information from forums in defining potential legislative recommendations.
Signups open for annual banquet Reservations are being taken for the annual Bright n' Beautiful banquet and silent auction.
The 18th annual event will honor individuals and businesses for beautification and environmental-stewardship efforts.
The silent auction with no-host bar starts at 6 p.m. Oct. 21 on the third floor of the Sheraton Hotel, with dinner at 7 p.m. The public is welcome at the event. Admission is $20.
