As I live in Laurel, I use the interstate frequently to get to Billings. Over the months I have observed the work going on in between the eastbound and westbound lanes. Dirt was moved and then very large boulders were put there. This was then rolled and more dirt added. (At least I think this is what was being done).
Now, in the spring I have also noticed that as the ground thaws, we get ground heaves, thus potholes. What is going to keep those large boulders from being heaved up in the springs to come?
