MISSOULA, Mont. — A former Missoula County jail inmate has filed a lawsuit alleging he was tortured by being handcuffed to a chair and repeatedly shocked with a stun gun.
The Missoulian reports Robert Shane Andrews is seeking $1 million in damages in the lawsuit filed Wednesday against the county, former Sheriff Mike McMeekin, 10 unnamed jail staffers and the county attorney.
Andrews alleges that on Feb. 11, 2008, corrections officers handcuffed him to a chair, put a hood over his head and left him there for 10 hours and then again for 15 hours while shocking and otherwise mistreating him.

Missoula attorney Clinton Kammerer alleged such actions "have become and are part of the official policy and custom of the County of Missoula."
County officials say they haven't seen the lawsuit.
