One way to measure how eager Montanans are to reopen the economy and get back to business comes from Advanced Payroll Solutions, better known as APS. APS is a new Billings business that provides payroll services, human resources, tax planning and other benefits for Montana businesses.
Almost as soon as APS opened its doors in February, the phone started ringing. Callers were either in the process of starting a business or are already in business and are looking for ways to deal with paperwork headaches.
“The people who come here usually don’t have the time to handle the things associated with having employees. That includes payroll, handling workers comp and other types of filings,” said Jeannie Schweigert, marketing and sales director for APS.

Sandra Welch, the company’s chief financial officer, is a retired IRS revenue officer with more than 30 years of experience working in Washington and Montana. Welch has the title of enrolled agent, meaning she can represent the company’s clients before the Internal Revenue Service.
Advanced Payroll Solutions also streamlines the process of paying for workers’ compensation insurance. A client’s premiums are paid as they accrue, eliminating the need for deposits, advance premium payments and year-end audits.
APS is a co-employer, an arrangement in which two companies both have rights and obligations as an employer. The client maintains control over their employees on site and is the employer on record, while APS is taking responsibility for the paperwork and manages personnel-related functions.
